Driveclub game director Paul Rustchynsky recently replied to a fan on Twitter stating that the long overdue free Playstation Plus (PS Plus) version of Driveclub is currently “in the final stages of development”.

Earlier this month Driveclub was updated to version 1.16 which was said to prepare the game for the incoming PS Plus version, couple that with the recent comment above and it looks like we are really on the home stretch at last.
The free PS Plus version was originally intended to be available alongside Driveclub at the game's launch back in October last year. After a horrible launch with countless problems, including the servers unable to take the strain of the number of players rendering the online portion inaccessible for long periods, the PS Plus version was put on hold. Things got so quiet in fact that many people believed we would never see the infamous free version at all.
The last we heard from Evolution Studios is that the free PS Plus version will come with 10 cars and 5 tracks from a solitary location. Rustchynsky also stated that Driveclub's new DLC cars would be revealed next week.
