A fix for the backward-compatible Forza Horizon's performance problems is in the works, according to Microsoft's Principal Program Manager Lead.
As stated by Bill Stillwell (who, as part of his job title, oversees the Xbox One's backwards-compatibility programme), Microsoft is aware of the technical issues being experienced by Forza Horizon players on the Xbox One, and will be "getting a fix out soon".
Lots of people saying delete 360 storage on X1 to improve BC stutter. Not related. We know of the issue and are getting a fix out soon.

The 'stutter' issues mentioned in the above embedded Tweet refer to sudden and severe framerate drops that some players have reportedly experienced in the backwards-compatible version of the game – rendering Forza Horizon on Xbox One almost unplayable for those affected.
Whilst a fix to the issue has been confirmed, it's unknown how long it will take Microsoft to prepare and release this update for thebackwards-compatible version of Forza Horizon.
